Placentia STR Rules & Regulations

Placentia is home to approximately 35 permitted Short-Term Rentals (STRs) operating in the area.  In 2019, the City of Placentia implemented Ordinance No. O-2019-06, which established regulations for STRs.  If you're an investor considering purchasing an STR, it's crucial to familiarize yourself with the complete STR Ordinance, STR Frequently Asked Questions, and Good Neighbor Brochure. Operating an STR requires obtaining both a Short-Term Rental Permit and a Business License.

• It's important to note that Accessory Dwelling Units (ADUs) cannot be used as separate short-term rentals.  They are subject to different regulations.

• To operate an STR in Placentia, a Short-Term Rental Permit is mandatory.  Additionally, all STRs must have registered business licenses with the City, which must be renewed on an annual basis.  If available for sale, you can consider purchasing a currently licensed (turnkey) STR.

• As a new STR owner, it is necessary to apply for an STR permit as a new applicant, regardless of the previous ownership status.  Fortunately, a Property Safety Inspection is not required before obtaining an STR permit.

• STR permits are inherently non-transferable.  It's vital to recognize that the issuance of an STR permit rests solely within the jurisdiction of the city, subject to its discretion on timing and eligibility.

• The STR application process typically takes 7 days to complete.  Keep in mind that there is a fee of $431.43 to obtain a new STR permit, which must be renewed annually.

• Short-Term Rental owners in Placentia are required to pay a Transient Occupancy Tax of 10% to the City.  Instructions for TOT remittance will be provided upon registration.

• If your property belongs to a Homeowners Association (HOA) or Common Interest Development, prior approval from the HOA is necessary before registering it as a short-term rental.

• It is crucial for the Short-Term Rental owner or their designated agent to be available 24/7 to promptly respond to any complaints within 60 minutes, ensuring the needs of guests and neighbors are addressed efficiently.

• The minimum rental period for all STRs is one night and two consecutive days.  Additionally, the maximum occupancy limits per short-term rental should not exceed two persons per bedroom, with an exception for children under the age of six who may occupy the premises in addition to the specified limit.  This ensures a comfortable and safe experience for all occupants.
