  • Requirement of Short-Term Rental Permit: Operating an STR in Joshua Tree necessitates obtaining a Short-Term Rental Permit.  This permit is a vital requirement to ensure compliance with local regulations and maintain a safe and harmonious environment for guests and neighbors.


  • Number of STR Permits and Transferability: To ensure fair distribution and control of STRs, the number of permits for any individual person, corporation, personal or family trust, LLC, or LLP is capped at two.  However, recent changes to the STR ordinance have discontinued the transferability of STR permits.


  • Purchasing a Licensed STR: Investors may have the opportunity to purchase a currently licensed (turnkey) STR if one is available for sale.  However, it's important to note that STR permits cannot be transferred on any property that closes escrow after 7-28-22.


  • Transitional Period for New Owners: If the previous owner has a current STR permit, the new owner can continue operating the STR while waiting for their new STR permit, provided that there are no violations on the property.  The new owner must also apply for an STR permit within 30 days of assuming ownership.  STR permits are not transferable.  It's vital to recognize that the issuance of an STR permit rests solely within the jurisdiction of the county, subject to its discretion on timing and eligibility.


  • New STR Permits Issued: The county continues to issue new STR permits for recently purchased properties, allowing investors to participate in the thriving STR market.  All new STR owners must apply for an STR permit as new applicants, ensuring compliance with the established application process.


  • Property Safety Inspection: To prioritize guest safety, a Property Safety Inspection is required before an STR permit is issued.  This inspection, typically completed within one month, ensures that the property meets the necessary safety standards.


  • Duration of STR Application Process: The STR application process in Joshua Tree typically takes 60 to 90 days to complete.  This timeframe allows for thorough evaluation, ensuring all requirements are met before issuing the permit.


  • Transient Occupancy Tax Requirement: Short-Term Rental owners are required to pay a Transient Occupancy Tax to the county of San Bernardino.  This tax contributes to the local economy and supports various public services.


  • Complaint Response and Availability: To provide excellent guest experiences and address any concerns promptly, the Short-Term Rental owner or their designated agent must be available 24/7 to respond to all complaints within 60 minutes.  This commitment ensures guest satisfaction and fosters a positive reputation for the STR business.
