Unincorporated Anaheim STR Rules & Regulations

If you're an investor considering an STR purchase in the unincorporated area of Anaheim, it's crucial to familiarize yourself with the STR Ordinance.


Short-Term Rental Permit:

  1. Requirement:  A short-term rental permit is necessary to establish a short-term rental.
  2. Renewal:  Property owners must apply for permit renewal every two (2) years.


Permitted Locations:

  1. Single-family dwelling units within single-family residential districts or designated areas.
  2. Multifamily residential districts or designated areas.
  3. Commercial districts or designated commercial areas within previously approved residential      dwelling units.
    • Note: Accessory Dwelling Units (ADUs) are not permitted for short-term rentals.

Regulations:

  1. Parking:  A minimum of two (2) off-street parking spaces must be available at all times.
  2. Vehicle Limit:  One (1) vehicle per bedroom unit, or two (2) vehicles per two (2) or more bedrooms.
  3. Occupancy Limit:  Maximum of two (2) persons per bedroom plus two (2) additional persons.
  4. Advertisement:  No on-site exterior signs advertising the short-term rental are allowed.
  5. Quiet Hours:  Comply with noise control ordinance, with noise levels limited to fifty-five (55) decibels from 7:00 a.m. to 10:00 p.m. and fifty (50) decibels from 10:00 p.m. to 7:00 a.m. in residential areas.


Permit Denial or Revocation:

  • Grounds for Denial/Revocation:  Failure to comply with County regulations may lead to permit revocation, impacting future permit applications.  Two (2) violations can result in short-term rental operations being discontinued for up to one (1) year.  A change in ownership terminates the short-term rental.


Permit Application Requirements:

  • Application:  Apply for a Short-Term Rental Permit Application at https://myoceservices.ocgov.com


  • Documentation Required:
    1. Letter outlining the proposed short-term rental use type and operation.
    2. Floorplan of the residence.
    3. Copy of a blank lease agreement.
    4. Proof of Ownership.
