Discover the vibrant world of Short-Term Rentals (STRs) in Twentynine Palms, where approximately 392 permitted STRs are currently operating in this Joshua Tree Area.  Whether you're an investor or considering purchasing an STR, it's essential to familiarize yourself with the complete STR Ordinance and a VHR Good Neighbor course is required to be completed for all new VHR applications.  One owner, and if you have an agent, they will be required to take the course.  The course will be instructed online through a Zoom meeting with Susan Peplow.  You may contact Susan Peplow for any questions you may have about the course through the link provided below or you may call (760) 362-6179 or (760) 367-6799 ext. 1045 for more information.


  • Limit on Number of STR Permits: Twentynine Palms strictly regulates the number of STR permits issued to maintain the town's character.  At no time shall the number of STR permits exceed 500.  As of 10-9-24, 392 STR permits have been issued in Twentynine Palms.


  • Short-Term Rental Permit Requirement: To operate an STR in Twentynine Palms, a Short-Term Rental Permit is mandatory.


  • Purchasing an Existing Licensed STR: Investors have the opportunity to purchase a currently licensed (turnkey) STR if one is available for sale.


  • Non-Transferrable STR Permits: It's important to note that STR Permits in Twentynine Palms are not transferrable.  It's vital to recognize that the issuance of an STR permit rests solely within the jurisdiction of the city, subject to its discretion on timing and eligibility.


  • Issuance of New STR Permits: The city continues to issue new STR permits for recently purchased properties, ensuring opportunities for interested individuals.


  • Application Process and New STR Owners: All new STR owners must apply for an STR permit as new applicants.  However, it's crucial to understand that the Short-Term Rental cannot be advertised or host guests until the owner receives the hard copy of the new STR permit.


  • Property Safety Inspection: To prioritize guest safety, a Property Safety Inspection is required before an STR permit is issued.  This inspection ensures that the property meets the necessary safety standards.


  • Duration of STR Application Process: The STR application process typically takes approximately 30 to 45 days to complete, ensuring a thorough review and evaluation.


  • Transient Occupancy Tax: Short-Term Rental owners are obligated to pay a Transient Occupancy Tax to the city.


  • Complaint Response and Availability: To ensure optimal guest experiences and neighborhood harmony, the Short-Term Rental owner or their designated agent must be available 24/7 to respond to all complaints within 30 minutes.


  • Short-Term Rental Occupancy Guidelines: The maximum overnight occupancy of the vacation home rental shall be limited to two persons per bedroom, plus two additional persons, excluding persons 5 years of age or younger.
